State support to agricultural producers
Rules of state support of agricultural producers for 2026, approved by Order No. 18 of 02.02.2026 (summary).
1. Who may apply
- peasant (family) farms and household plots with a land certificate;
- agricultural companies and cooperatives registered in the Register of Firms;
- water users' associations (items 5 and 6).
Support is not given to applicants with arrears of water fees for the previous season, to farms on rice paddies laid out in the lower Chu without the consent of the Ministry, or to cotton farms that broke irrigation quotas in the previous dry summer.
2. Kinds of support for 2026

Limits by district are set by the Ministry each year within the allocations of the budget of the Zone. When the district limit is used up applications are kept for the next year in the order received.
3. How to apply
- Fill in Form SP-1 (application) at the extension office of your district. Forms are free.
- Attach: copy of the passport; land certificate or lease; certificate of the water users' association that there are no arrears; for items 4-6 the estimate of the contractor; for item 9 the loan agreement.
- The district commission checks the application within 15 working days; for items 4-6 a specialist visits the field.
- Payment is made to the applicant's account in Talasbank or Ak Bata Bank within 45 working days after the work is accepted. For seed and fertilizer the support is given as a lower price at the reserve.
